Times Union, NEW YORK STATE DEPARTMENT OF ENVIRONMENTAL CONSERVATION ADVERTISEMENT FOR BIDS Name of Project: Essex County Landfill - Post Closure Management Contract No(s): TBD Project Description: Furnish all labor, materials and equipment necessary to Provide Post Closure Management, Maintenance, Inspection and Reporting services for the Essex County Landfill located in the Town of Lewis, Essex County. Sealed proposals will be received by the New York State Department of Environmental Conservation, Bureau of Maintenance and Technical Services, 625 Broadway, 3rd Floor, Albany, NY 12233-5254, until 11:00 a.m. on November 19, 2014. Drawings, specifications and proposal forms may be inspected or purchased for a non-refundable fee of $25.00 from the Bureau of Maintenance and Technical Services, 625 Broadway, 3rd Floor, Albany, NY 12233-5254. Individual checks for each project shall be made payable to the New York State Department of Environmental Conservation. Proposals will be accepted only from bidders who purchase contract documents from the Department. All proposals must be made on the official Quote Form and enclosed in the envelope furnished with the contract documents. The Apparent Low Bidder will be required to submit a completed NEW YORK STATE VENDOR RESPONSIBILITY QUESTIONNAIRE FOR-PROFIT CONSTRUCTION (CCA-2) and an M/WBE-EEO Utilization Plan, within 24 hours and five days respectively, of being notified that they are the Apparent Low Bidder. Pursuant to State Finance Law, ??139-j and 139-k, this Invitation for Bid includes and imposes certain restrictions on communications between a Governmental Entity and an Offerer during the procurement process. There are maximum subcontracting limits as specified in the Supplemental Instructions to Bidders. In accordance with Labor Law, ?220-h, all contractors' employees shall be certified as having completed an OSHA 10 safety training course.
